There are a number of countries that appear to limit the ability of their citizens communicate and censor the Internet. Does Skype blocked in your country ? You must live or be on holiday in, one of those countries that have blocked Skype in the past, or that block Skype now:

Skype Blocked: how it's done, and how to get around blocking Skype
there are three basic ways that Skype is blocked. We'll look at each so that you have a better understanding of what goes on behind the scenes or behind the computer screens.
Skype blocked by methods based on IP
While Skype works on an encrypted connection itself, the TCP connection is not - just the payload (the information you send on Skype). The country or ISP itself, can detect where are information packets. When they know that a package is Skype, they now can block Skype with that knowledge.

Skype blocked pot based methods
This is exactly the same the method based on IP above, but using the destination port instead of the destination IP address. To illustrate, if XMPP (a popular language VoIP) uses port 5222, the country can block Skype by blocking all packets that connect to port 5222.
The exception here is if users and servers agree on using non-default ports. This rarely happens as most Skype users do not know what ports are even less they can be changed.
Skype blocked by methods of outreach based
This is more speculation than fact but it is known that a number of protocols encryption begin as unencrypted. They become encrypted once the two parties involved in the transfer of packages "shake hands."
Once both connections are established, the connection is secure. In those few moments when the connection is not safe, packet inspection can occur.
It is more likely that Skype is blocked by the two methods mentioned above.
So apparently Skype is blocked in the country where I live ... ..that is why I can not connect more: /

in addition to the change in method of ports, may or may not work, VPNs are your best chance of getting past all three possible methods Skype blocked. Why is that? Because a VPN will encrypt everything before any of the three questions above never occur
With a VPN provider, your country or your ISP will not be able to :.
- See the destination IP address
- See the address of the destination port
- See unencrypted packets pre "handshake"
